The game ends if the water level reaches the top of the board, flooding the polders and all players lose. Alternatively, if the players successfully complete all the dike repairs and manage to keep the water level low enough, they win together!
No, there is no player elimination. Even if a player's polder floods, they continue to contribute to the overall pumping efforts.
When a dike breaks, water floods into the polders, raising the water level and potentially flooding player's polders. Broken dikes must be repaired to prevent further flooding.
