No, you must always place a tile so that all features (roads, cities, fields) line up with the features on adjacent tiles.

You score points for a feature when it is completed. A road is completed when both ends terminate at a city, cloister, or road intersection; a city is completed when it is fully enclosed by walls; and a cloister is completed when it is surrounded by eight tiles.

The player with the most meeples on the feature at the time of completion scores the points. If there is a tie, both players score the full points.

No, you cannot place a meeple on a feature that already has another meeple on it, even if the meeples belong to different players. You can only claim a feature that is currently unclaimed.
